Northwest Regional Library
Internet Usage Policy
The Northwest Regional Library will provide free access to information over the Internet,
within the requirements of the federal Child Internet Protection Act (CIPA). Under this law,
adults 17 years or older may request unfiltered access to the Internet.
USER RESPONSIBILITIES
Internet computers will not be used for illegal activities or to access materials that by local
standards are considered obscene.Users must abide by copyright laws and licensing agreements.
Users will not disclose, use, or disseminate personal information regarding minors without
written authorization of the parent or legal guardian; to preserve their own personal safety,
users should avoid disclosing personal information over the Internet.
Parents are responsible for their children’s use of library resources, to include their use of the Internet.
COMPUTER ACCESS
NWRL libraries require users to sign-up to access computers on a first-come basis and limit
their session to one hour per day with the exception of those taking tests (e.g. Learn-a-Test).
SANCTIONS
Library employees are authorized to take prompt and appropriate actions to prohibit use
by persons who fail to comply with CIPA or unacceptable uses of the network to include
the following:
- Illegal Activity
- Copyright or license violations
- Destroying, harming, or disrupting equipment and networks
- Invading the privacy of others by accessing their data or using their accounts
- Invasions of business privacy
- Gambling
- Using the network for financial or commercial gain
- Gaining unauthorized access to resources or entities
- Widespread distribution of messages in multiple inappropriate forums
- Propagation of worms or viruses
- Computer and network break-ins and security probing without permission
- Creating an environment that is intimidating, disruptive or hostile to others.
- Storage on the library’s computers or main service, to include web pages.
- Installation, downloading or modification of software.
Failure to abide by these rules will result in loss of computer privileges. Users must appeal
to the NWRL Board by letter to request their privileges be restored.
